Automated Fingerprint Identifiction System (AFIS) for Criminal Record Division (CRD) of Sri Lanka
The Automated Finger Print Identification System (AFIS) was developed for the Criminal Records Division (CRD) of the Criminal Investigations Department of the Sri Lanka Police by Theekshana (UCSC University of Colombo) in 2012, under the supervision of ICTA Sri Lanka.
The new software solution has been deployed for approximately one year, and is capable of matching fingerprints in the core database of 2 million prints, with an accuracy of almost 99.9% for Ten Print identifications and 60% for Latent Print matching.
The AFIS system provides an efficient software solution for fingerprint identification and storage for the Sri Lanka Police. Use of the system does not require significant technical knowledge to operate and also provides an easy “cut and paste” option to transfer manual rolled fingerprint records into the database with ease. The system represents a quantum leap in fingerprint identification when compared to the manual identification system that was previously used by the Police Department.
The AFIS based fingerprint searches are faster, allow searches across larger pools of potential perpetrators and the system assists in marking key identification features of matched prints. The System has the potential to revolutionize crime investigation in Sri Lanka providing a clearer evidence base to solve crimes and apprehend criminals. Additionally, the innovation of tracking emerging trends and patterns of criminal activity and enabling GIS based spatial location of crimes will provide the police with data on “hot spots” and can encourage proactive policing to prevent crimes.

The Lanka Government Payment Service (LGPS) is one of the key components of the Lanka Gate initiative. The mandate of Lanka Gate is the development of a comprehensive collection of software infrastructure and systems to provide citizens direct access to electronic information and services and facilitate electronic transactions in Sri Lanka.
The first-ever transactional service with on-line payments was launched in Sri Lanka in 2009 enabling vehicle owners of the Western Province to obtain their revenue licenses. The LGPS was developed based on the success of this service and provides multiple payment options through a single integrated payment point for making electronic payments to the government. Three commercial banks and a mobile service provider are among the ones who have come on board and LGPS is currently working with other banks and organizations to integrate payments. A Payment Reconciliation Module has been developed to enable the daily reconciliation of payments as required for government transactions.
This platform was identified as a unique initiative that enables on-line payments to government institutions for the first time in Sri Lanka. In the absence of this integrated payment point, each government department would need to create its own on-line payment interface, which would be costly and inefficient. The system has been deployed for more than one year and is currently used by three commercial Banks, a mobile service provider, the Lotteries Board and the Departments of Examinations, Wildlife and Railways. The Juror’s saw the platform as a very important foundation for the Government of Sri Lanka as it moves forward to provide cost-effective access to services directly to citizens.

There is a hotline for reporting incidents of inappropriate behavior and an easy access to its social media pages. The site serves as a central on-line booking platform for reserving bungalows, safaris and even booking your entry ticket. A well planned, well executed website with both commercial and idealistic interests.
